The race I'm entered for is in over 3 months. Do I have to fill in the PPS?

No, this is not possible. Your PPS certificate is valid for three months. In other words, you must submit a PPS certificate to the organizer dated no more than 3 months before the race date (for example, if the race takes place on August 5, my PPS certificate must be dated as of June 5).

However, you can now choose to be notified by email of a reminder 3 months before the race date. Simply enter your email address in the box provided.
